Intervening in Emergencies to Improve the Health, Development & Protection of Children

Even as we support the Bulgarian government in implementing its plans, we adhere to our own policies on child protection. When we feel that there are health, development or child protection issues, it is our duty to intervene. As such, we have been involved in the following ways:

After encountering children in institutions with untreated hydrocephalus, we learned that the Bulgarian state health system does not provide the shunt necessary for hydrocephalus treatment. Thanks to our advocacy efforts and the support of the State Agency for Child Protection (SACP), we are proud to say that today Bulgarian children can receive the necessary neurosurgery free of charge.

After visiting one particular institution for children aged 0 to 3, the Minister of Health was disturbed by the children’s living conditions and called for the support of the NGO community. A joint plan was created improve the quality of care in the institution as an interim measure whilst closure was planned and implemented. The Lumos team is a vital part of this effort.

In 2010 the Bulgarian authorities carried out assessments of children in institutions and identified 265 vulnerable children whose lives were at risk due to their critically low weight. Urgent measures were needed and Lumos was asked to help SACP work with these children. Lumos consultants offered institution staff specialist guidance on occupational therapy and physiotherapy, as well as supporting eating and drinking, and intensive interaction for children with severe communication difficulties. One of the institutions we worked in reported a significant decrease in child mortality in the last year.

We are also developing a programme on how to work with children with challenging behavior in institutions and to support the staff in cases where they feel overwhelmed.
